Mark Jinks is a management, project finance, and urban development consultant with more than forty-five years of experience in state and local government. He served as city manager of Alexandria, Virginia, overseeing 3,000 employees, a $1 billion annual operating budget, and a $2.6 billion ten-year capital improvement program. Previously, Jinks was deputy city manager and CFO for Alexandria and CFO and budget director for Arlington County, Virginia. In the early 1990s, he worked as a financial and economic development consultant to the cities of Warsaw and Krakow, Poland. He has served on numerous governmental and nonprofit boards, three public pension fund boards, and two transit boards.
