Sam Loewner is vice president of operations innovation at Cityblock Health, where he oversees teams responsible for patient onboarding, member service support, member connectivity, and experience analytics. He drives improvements across Cityblock’s member experience technology ecosystem — including cloud-based contact center technology, scaled engagement and marketing platforms, and voice AI agent solutions — and designs agentic AI tools that use contextual data to improve health outcomes for patients with complex medical or social needs. Previously, as a senior manager in Deloitte’s Government and Public Services sector, Loewner led business process outsourcing and contact center solutions for state and local agencies, specializing in operational design, program management, and service optimization. With more than a decade of experience in large-scale implementations, he has helped agencies modernize systems and align solutions to program goals. Loewner earned his degree from Penn State’s College of the Liberal Arts.
